Supporting the Social Care Workforce

Jane McMillan
Jane is the Professional Social Worker Officer in the Office of Social Services (OSS), Department of Health.
Jane has professional responsibility for the social care workforce and supports the social care workforce workstreams of the Social Care Collaborative Forum and the Children’s Social Care Strategic Reform Programme Board. She is also a member of the Fair Work Forum. The founding principle for these Forums is to support, develop and improve the recognition of social care practitioners working within health and social care. Jane commenced her career as a social care worker in 1992 before qualifying as a social worker in 2001. Throughout her career she has worked across several HSC Trusts, Australia and the Strategic Performance Planning Group (Formerly Health and Social Care Board).
Catherine Maguire, Co-Director of Regulation and Standards at the NI Social Care Council.
Catherine is a registered social worker, having worked in the justice sector and in education and training as a practice teacher and lecturer in social work. She joined the NI Social Care Council in 2017 and moved to the interim Co-Director of Regulation and Standards role in November 2024. Catherine co-leads the Social Care Council’s work in setting standards of conduct and practice for the social work and social care workforces and standards for social work education and training at both qualifying and post qualifying levels, as well as supporting the research agenda for social work and social care. The directorate is responsible for supporting the workforce to meet their standards and maintain their registration through on-going learning and development. Professional in Practice, the CPD framework for social workers in Northern Ireland, the Social Work Leadership Framework, and the Care in Practice Framework to support social care practitioners.
Elaine Armstrong, CEO The Cedar Foundation
Elaine is CEO of The Cedar Foundation. A regional disability inclusion organisation established over 80 years ago.
Cedar has a staff team of around 600 employees providing social care to 2000 people each year with a range of disabilities across Northern Ireland to get the most out of life. Services include a range of housing, employment and inclusion services centred around the needs of each person supporting children and adults to live, work, learn and connect in their communities.
